Fundamentals of the Federal Low-Income
Housing Tax Credit (LIHTC) Program 

For over three decades, the federal Low-Income Housing Tax Credit program serves as one of the nation’s primary tools with private sector participation for the production and preservation of affordable rental housing. However, the MA state public housing authorities (PHAs) are not authorized by the Massachusetts Legislature to use tax credit equity to preserve, rehabilitate and or redevelop public housing projects, many of which have significant capital needs. In order to prepare for potential opportunities, it is extremely important for PHAs to understand the opportunities and complexities of the LIHTC Program.  This one-day training for PHAs includes two segments.

 



Part I provides an overview of the LIHTC program and potential project ownership structures that may use tax credit equity.  The presentation will feature a case study on a multifamily project developed with LIHTC equity.  Participants will also learn about owner compliance and other requirements from funding application phase through expiration of the 15-year federal Compliance Period. Part II is a roundtable discussion among training participants, exploring potential opportunities within their portfolio. Participants will have the opportunity to discuss, ask questions, raise concerns and explore scenarios regarding this potential redevelopment tool for state public housing developments.

About the Trainer

Vinnie Viola, principal and founder of Birch Island Real Estate Consulting, LLC, will lead this important training, with assistance from David Hedison, Executive Director of the Chelmsford Housing Authority and Director of Real Estate Development for CHOICE, Inc.
